SKIP HIRE - THINGS TO CONSIDER

There are several factors to take into consideration when pricing your skip hire:

  • 1. Skip Size
    Naturally, the size of the skip plays the most important part. This reflects the amount of waste that needs to be disposed of. The more waste, the higher the cost!
  • 2. Location
    The further away you are from our depot, your skip will unfortunately be more expensive.  This is due to the ever increasing cost of fuel.  However, we do try to pass on savings wherever we can.
  • 3. Waste
    Certain types of waste require more specialised handling i.e. asbestos, therefore more expensive management results.
  • 4. Permits
    It is the LAW that all skips placed on the public highway are issued with a license/permit from the relevant local Council. Unfortunately, there are no national guide lines for this practise and time taken to grant a permit along with costs applied varies from Council to Council.  Please see our Permit Price List for current prices.
  • 5. VAT
    Value Added Tax has to be paid to Her Majesty's Government at a rate of 15%.
  • 6. Responsible Waste Management/Recycling
    Thomas Waste Management Limited prides itself in disposing of your waste in a professional, efficient and responsible manner. We are currently achieving recycling rates in excess of 70% of all the waste we collect and often it is over 90%. We are fully compliant with Environmental Services Agency (ESA) guidelines.

HOW TO UTILISE YOUR SKIP

2. Naturally skip hire involves heavy haulage.  Therefore we cannot give you a cast iron guarantee of a precise time for delivery of your skip. Our drivers may be delayed on another job, held up in traffic etc.  However, we do have a state of the art tracking system fitted to all of our vehicles to give you their exact location and we will do our very best to accommodate your requirements. 

3. Our skip lorries need plenty of room to access/egress your property safely.  Please bear this in mind when making your booking. 

4. If your skip needs to be placed on the highway, please ensure there are no cars likely to cause an obstruction. PLEASE NOTE - YOU ARE RESPONSIBLE FOR PROVIDING ADEQUATE ACCESS. Please be a responsible customer and ensure that the skip does not cause obstruction or a nuisance to your neighbours and the public. 

5. Thomas Waste Management Limited will not accept responsibility for damage of any kind as a result of a skip hired off the highway.

6. On no account should a fire be started in your skip.  Damage caused to a skip by fire or otherwise will be charged for a new replacement skip.

7. You MUST NOT overload your skip under any circumstances as it is ILLEGAL.  This can cause problems with picking up the full skip and cause unnecessary danger to pedestrians and motorists alike. The waste must not be higher than the top of the skip, especially if the waste consists of brick/stone/rubble.  For Health & Safety reasons, Thomas Waste Management reserve the right at all times to level off the skip, in order to make it safe for transportation.  If we need to do this, you may well be charged for another skip to take away the excess rubbish.

8. Please DO NOT move your skip once it has been placed in position.  If you do so, it can cause problems with collection of the skip and/or inconvenience to members of the public.

9. If you need to dispose of asbestos, please telephone our office for a friendly chat and we will be only too happy to offer advice and guidance.  Asbestos is a asbestoshazardous material requiring special consideration before removal. 

There are strict guidelines that need to be adhered to and you will generally be charged for transport, tonnage (weight of the load) - PLEASE NOTE ONE TONNE MINIMUM and administration fees which are paid to the Environment Agency.  The asbestos is transferred to an appropriate specialist landfill site.  There are four golden rules to remember

A]        Register your site with the Environment Agency as a Hazardous Waste Producing Site.  Tel:  08708 502858.  This will cost £23-00.  Site registration can also be completed online via the EA website at a cost of £18-00.They will issue you with a six digit site code. 

B]        We provide all the necessary documentation for the load in transit

C]        We deliver a skip to the customer

D]        We will need at least 24 hours notice for collection of your skip.

10. We are occasionally asked to accommodate the removal of most types of specialist waste. If you have specialist waste for disposal, for example, food waste, fridge/freezer, TV/PC's, paint tins, gas canisters, aerosols, tyres, plasterboard and sometimes clinical waste, please call us and chat to our experienced Technical Manager we will be only too happy to advise you as appropriate.

Skip lorries provide a service for the collection and transportation of non-compactible wastes such as builders rubble. The empty skip is placed on site and removed when fully loaded.  This is a very practical means of disposing of waste material to both householders and commercial users alike.

SKIP SIZES FOR INDUSTRIAL USE

We provide larger skips for industrial use such as 10 and 14 cu yd which are generally for light waste only.skip lorry

We also supply 20-40 CU YD roll-on-off waste disposal system for heavy industrial based clients for bulk waste purposes. Open or enclosed containers range in size from 20-40 CU YD capacity and are ideal for large volume removal of either compacted or uncompacted waste material. These skips incur tipping charges.

Permits

Guidance to placing a skip on the highway
When carrying out any type of work which will involve the removal of building material, garden refuse etc., it may be necessary to place your skip on the highway (road, rear lane or verge).

Skips should not be placed where they might become a nuisance or danger to the users of the highway and should not therefore be placed in a location where the free use of a footway (pathway) is affected.

Skips should not be placed on any part of the footway. The kerb is often used for guidance by blind or partially sighted people.

It is an offence to place a skip on the public highway without permission i.e. obtaining a permit and failure to obtain such permission (or failure to comply with the conditions relating to the placement of skips) may result in a heavy fine.

Who Needs to obtain a skip permit?
The Skip Hire Company (namely the skip owner) is responsible for obtaining your permit to place a skip on the highway. However, as the customer, it is your responsibility to ensure that you have used a reputable skip hire company who have obtained the necessary permit(s) and charged you accordingly. If a skip has been placed on the highway without the necessary permission, on rare occasions, the Council may consider granting retrospective permission in place of, or in addition to taking formal enforcement action. 

Special Requirements
Skips that have obtained the necessary permission for placement on the carriageway will require traffic cones and/or amber lights to guide vehicles safely around them. This is particularly the case during inclement weather, limited visibility and during the hours of darkness.

The skip must not be overfilled so as to create spillage onto the public highway. It must not contain any hazardous waste, asbestos, explosive or inflammable materials of any kind.

How do I obtain my Permit?
If your skip needs to be placed on the public highway, (under the Highways Act 1980:Section 139 road traffic regulations Act 1984, Section 65), a permit from your local Council will need to be obtained. Once permission is obtained, all conditions attached to that that license must be complied with. 

How much will it cost and how long will it last?
The cost of a permit is dependent upon your area and varies greatly both in duration granted and price. They are set in accordance with the provisions of Local Government (Transport Charges) Regulations 1998. Some Councils expect the house owner to apply for the permit. However, none of the local Councils in the catchment area that we deal with (listed below) expect our customers to apply for their own permits. We are happy to make the application on your behalf and the cost of this will be added to the final cost of your skip.

Rules and Regulations

Highways Act 1980, Section 139
Regulations relating to the placement of a skip on the public highway

Failure to observe the relevant sections of the Highways Act 1980 (Section 139).
Section 139 (4) - If an owner fails to comply with any of the conditions subject to which permission was granted, he shall, subject as mentioned therein, be guilty of an offence liable on summary conviction to a fine.
Section 139 (10) - Provides that nothing in the section shall be taken as authorising the creation of a nuisance or a danger to users of the highway or as imposing on a Highway Authority by whom a permission has been granted under the Section any liability for any injury, damage or loss resulting from the presence on a highway of the skip to which the permission relates.
